Yes. An end time earlier than the start time is interpreted as the following day. Equal times mean a zero-length period.
What are decimal hours?
Decimal hours express minutes as a fraction of an hour. For example, 7 hours 30 minutes equals 7.50 hours.
Does this calculate payroll?
No. It totals entered clock times. It does not apply pay rules, overtime, taxes, DST transitions or overlap deductions.
