Why does the date matter?
Daylight-saving rules depend on the date. Two cities can be five hours apart one week and four hours apart another.
What is an ambiguous time?
When clocks move backward, some local times happen twice. Choose the earlier or later instant to resolve the overlap.
What is a nonexistent time?
When clocks jump forward, some local times are skipped. The default setting rejects these; an explicit earlier/later choice shifts across the gap.
